A really, really dumb idea. Just like Soylent Green, “special interests” are people. Unions, environmentalists, right-to-lifers, Chamber of Commerce – they may be well organized people with agendas you don’t share (that’s what most people mean when they use the dread term “special interests”) but it’s kind of hard to pretend that unions don’t have real, living & breathing human beings at their core, ditto for every other “special interest.”
Until Skynet becomes self-aware, it’s pretty silly in my opinion to try to distinguish between “special interests” and citizens/people. And I can’t imagine how any law might be drafted that would do so, let alone the constitutional hurdles that would stand in the way of such a law.
