[EL] “Absentee ballot still counts if voter dies before election”

I recall this story from 2004 about "ghost votes," and it, at least,
suggested that Ohio expressly allowed counting of them:

But, I suppose it's just another intriguing aspect of our federalism... and
another complicating factor should we ever decide to count a national
popular vote for president, of course.
