[EL] Expert Needed re referendum petitions

Hi All,

I've received an inquiry from a law firm about (US) experts who might be able to evaluate the reasonableness of a particular foreign government's procedure to invalidate signatures on a referendum petition.  I believe the foreign government at issue is a parliamentary democracy and also a Commonwealth country.  Does anyone have any recommendations or a sense of where I might tell them to look?
