My gut hunch is that a judge could extend hours, much like in the case of machine malfunction or other polling place situation that impedes voting, until such time as she is confident the electorate would have a fair opportunity to vote. Perhaps an order extending voting for twelve hours from such time as the polls can be safely operated and accessed by the public, in the determination of local or state officials.
