I wrote an article several years ago entitled "Could Terrorists Derail a Presidential Election?" in the Fordham Urban Law Journal. It dealt with this very topic, natural disasters and terrorist attacks that disrupt presidential elections. Worth a quick read, I would say. Also look at 3 USC Sec 2.

I do recall that 9-11-2001 was a NYC municipal primary which was rescheduled, but don’t know how this could work in a presidential.
