One of the effects of subsidizing (via HAVA grants) the purchase of more
computerized voting systems has been to make elections much more vulnerable
to disruption from loss of electrical power. This applies not only with a
storm like Hurricane Sandy, but at all times and for all of the
innnumerable reasons electrical outages can and do occur, even without the
presence of a storm.
