I think the polling places have been vulnerable to power outages for over a century, because when the lights go out in most polling places, voters can't see well enough to vote, even if it's just old-fashioned paper and even if it's daytime.

I had a polling place in my garage for many years, and even with the front door open, there aren't enough windows to give enough sunlight to read medium-small print.

One of the effects of subsidizing (via HAVA grants) the purchase of more computerized voting systems has been to make elections much more vulnerable to disruption from loss of electrical power. This applies not only with a storm like Hurricane Sandy, but at all times and for all of the innnumerable reasons electrical outages can and do occur, even without the presence of a storm.
