[EL] interesting example of birth certificate/ID problems

Some cultures around the world (presumably represented at least in small
numbers in the USA) generally do not name the children at birth, but rather
allow a number of weeks or perhaps months to pass by in order to give a
name that is more fitting to the personality features actually observed in
the newborn.
