of contribution limits in the  states.

I agree that Citizens United influenced this bipartisan trend  because it 
is ridiculous that candidates should become bit players in their own  
election by imposing absurdly low contribution limits on themselves.
 
Interestingly, 3 of the 8 states doing this are totally controlled by  
Democrats.  We should add Illinois to this list since their contribution  limits 
are waived if there is modest independent spending in a particular race  -- 
something that is already happening.  Jim Bopp
