The hypos proposed by Justices Breyer and Kagan in McCutcheon are  all 
illegal under other provisions of the FECA and their mistaken assumption  that 
they were legal demonstrates that not even top, but non- expert,  lawyers can 
begin to sort out the intricacies and ambiguities of our campaign  finance
