Hard to see this meeting as more than symbolism. Further, it's 
arecognition <http://electionlawblog.org/?p=53425> that Congressional 
action to fix Section 5 now seems unlikely and any new push on voting 
rights will have to come from DOJ and private plaintiffs bringing suits 
under Section 2, Section 3 and other provisions of the VRA and other laws.

    A federal court on Monday rejected political consultant Julius
    Henson's appeal of a $1 million civil judgment against him for an
    illegal Election Day robocall.

    The U.S. Fourth Circuit Court of Appeals upheld a decision that
    Henson, his company, Universal Elections Inc., and an employee
    violated the Telephone Consumer Protection Act with a November 2010
    automated campaign message to more than 112,000 Democratic voters in
    Maryland.

    The Senate's top tax writers' "blank slate" approach to tax reform
    was supposed to give Congress the chance to throw out all tax breaks
    and start fresh. Instead, lawmakers and lobbyists are using their
    confidential and off-the-record testimony and letters of support to
    ask for brand new or expanded tax breaks in addition to the old.

    It's a boondoggle that illustrates the difficulty of sorting through

    This is hardly ideal. The executive branch is by definition more
    partisan (still) than the judiciary. At least the double standard
    that applied to so many Southern states under the old Voting Rights
    Act had the support of Congress and the force of law. Now the Obama
    administration's every attempt to prevent voter discrimination will
    become mired in partisan, local and racial politics.

    That doesn't mean Holder is wrong. The Justice Department
    <http://topics.bloomberg.com/justice-department/>'s involvement in
    the lawsuit against Texas is both welcome and necessary. Better
    still would be a Congress, and a Republican Party
