I appreciate Rick's link to my paper on SSRN.   The article's actually already officially published (advance online access, not yet hard copy).  Only SSRN has the recent, longer abstract.  But--for readers who have institutional access to (or who can afford) the gated version--I should steer any traffic to the journal.  (They were doing me a favor to release permission for the SSRN update.)

The link for the journal (a great source for other election law scholarship) is:
http://publius.oxfordjournals.org

The link for the Election Law Connection and U.S. Federalism is:
http://publius.oxfordjournals.org/content/early/2013/06/13/publius.pjt023.short?rss=1
I know some of you read the piece in earlier versions, but the final product is (I hope) clearer, and more concrete with examples from recent developments as well as the constitutional history.
thanks,
Kirsten
