[EL] AP claims report says IRS knew in 2011 that Tea Party was targeted

According to the AP, the report has been prepared over the past year by the
Treasury's inspector general for tax administration. The AP claims the
report says that says the head of the IRS division that oversees tax-exempt
groups learned that groups were being targeted in June 2011. The report is
expected to be released soon, but the AP obtained part of it in advance.
