[EL] query - voting machines in jail

Frank,

To my knowledge, in the U.S. everyone in a prison or jail who can vote does so via absentee ballot back to their home town or precinct. 

That would be the Maine and Vermont state prisons, plus 3,000+ local jails where folks are mostly either awaiting trial or convicted of misdemeanors.
