[EL] ruling in Wisconsin voter id case

Actually, I think that there are _three_ separate cases in Wisconsin -- 
one other state case (Milwaukee NAACP  v. Walker), and two federal cases 
(Frank v. Walker and Jones v. Deininger, both of which were waiting for 
resolution of the state cases).  Each raises slightly different claims.
