[EL] ruling in Wisconsin voter id case

Right, sorry -- that was unclear on my end. Three separate cases
_other_ than the one in today's opinion, four cases total. Two of those
cases (today's case, and Milwaukee NAACP v. Walker) make (distinct)
claims under the state constitution; two others (Frank v. Walker and
Jones v. Deininger) make (distinct) claims under federal law.
