"Ohio Republicans should deep-six flawed measure on third-party

Cleveland Plain Dealer editorial
<http://www.cleveland.com/opinion/index.ssf/2013/11/ohio_republicans_should_deep-s.html>:
A misconceived Republican bill
<http://www.cleveland.com/open/index.ssf/2013/09/legislation_would_set_new_rule.html>
that would make it harder for third parties, such as the Libertarian
Party or Green Party, to get on Ohio's ballot has stalled
<http://www.dispatch.com/content/stories/local/2013/10/30/Minority-parties-vote.html>
at the Statehouse.
That's the good news.
The bad news: A Senate-House conference committee could retool
Senate Bill 193
<http://www.lsc.state.oh.us/analyses130/s0193-rh-130.pdf> to ease
its passage later this year, when Ohioans are distracted preparing
for holidays or bracing for winter.

A conservative government watchdog says it has obtained emails
revealing that the Internal Revenue Service sent conservative
groups' private tax exemption application and tax return information
to the Federal Elections Commission, in violation of federal law.
According to Judicial Watch, the emails
<http://www.judicialwatch.org/document-archive/fec-documents-emails-between-lois-lerner-and-fec/>
from Jan. 2009 to the present, provided by the FEC in response to an
August 2013 Freedom of Information Act request, yielded a "revealing
email chain" between former Internal Revenue Services (IRS) Director
of Exempt Organizations Lois Lerner and enforcement attorneys at the
Federal Election Commission (FEC).

Former House Speaker Jim Wright Has Trouble Getting Voter ID in
Texas: The Lesson Behind It <http://electionlawblog.org/?p=56424>

This
<http://www.star-telegram.com/2013/11/02/5300503/voter-id-law-snags-former-house.html#my-headlines-default?rh=1>seems
to me to be the key point---why Republicans like ID and Democrats fear it:
While Wright will be able to vote, Ritchson worried that others of
his age may find the obstacles and inconvenience she and Wright
encountered so off-putting that they just don't vote.
"I've been thinking about the people who are in retirement homes,"
Ritchson said. "I've read that this is the lowest early voter
turnout in a long time and I wonder if this [ID requirement] is the
cause. We've tried so hard to make voting easy, and now the Texas
Legislature has made it harder by making you have a photo ID."
That is: the fear is not so much voters who are literally
disenfranchised because they lack the underlying documents to get the
i.d. It is the voters who will not bother to vote given the hurdles:
hurdles which do not appear to be put there to stop a real problem
(impersonation fraud).
Those who support ID should support it (1) on a national basis and (2)
done in a way that puts the onus on the government to make sure everyone
who is eligible to be registered gets registered, using the right
documents with all costs borne by the government.
But I supposeif you believe like some
<http://www.sacbee.com/2012/11/03/4958430/republicans-have-pursued-election.html>that
those who don't make enough of an effort to overcome hurdles don't
deserve to vote, you might come to a different conclusion.

For a while, it looked like the newly reconstituted Federal Election
Commission was about to end up in the same place as the old FEC:
deadlocked. In the end, however, the commissioners were able to
compromise during an Oct. 31 open meeting, approving by a 5-1 vote
an advisory opinion for the campaign of Alaska Senate candidate Joe
Miller (AO 2013-11). The ruling was the first substantive question
to face the FEC since the arrival of two newly appointed
commissioners, Lee Goodman and Ann Ravel

McGhee, Masket, Shor, Rogers and McCarty have written this article
<http://onlinelibrary.wiley.com/doi/10.1111/ajps.12070/abstract;jsessionid=4E5D0AE2518B814C7872B46EF6013AD4.f01t04>
for AJPS. Here is the abstract:
Many theoretical and empirical accounts of representation argue that
primary elections are a polarizing influence. Likewise, many
reformers advocate opening party nominations to nonmembers as a way
of increasing the number of moderate elected officials. Data and
measurement constraints, however, have limited the range of
empirical tests of this argument. We marry a unique new data set of
state legislator ideal points to a detailed accounting of primary
systems in the United States to gauge the effect of primary systems
on polarization. We find that the openness of a primary election has
little, if any, effect on the extremism of the politicians it produces.

NJ ELEC Release
<http://www.elec.state.nj.us/pdffiles/press_releases/pr_2013/pr_10312013.pdf>:
With the Tuesday's election looming large, independent spending
already is more than twice its previous all-time high while key
legislative swing districts are drawing millions of last-minute
dollars from those groups as well as the two main parties, according
to the latest reports filed with the Election Law Enforcement
Commission (ELEC).
"Independent special interest groups have spent more than $35.4
million already on gubernatorial and legislative elections plus
another $2.3 million to promote or oppose public ballot questions,''
said Jeff Brindle, ELEC's Executive Director. "This mind-boggling
total of nearly $38 million, unprecedented in state history, is more
than twice the previous record $14.9 million spent independently on
elections in 2009."
"It's a whole new world in New Jersey politics,'' Brindle said.

Norm Ornstein
<http://www.nationaljournal.com/washington-inside-out/the-right-to-vote-20131030>:
It is becoming increasingly obvious that the Supreme Court decision
in Shelby County v. Holder, which eviscerated the Voting Rights Act,
is leading to a new era of voter suppression that parallels the
pre-1960s era---this time affecting not just African-Americans but
also Hispanic-Americans, women, and students, among others.
The reasoning employed by Chief Justice John Roberts in Shelby
County---that Section 5 of the act was such a spectacular success
that it is no longer necessary---was the equivalent of taking down
speed cameras and traffic lights and removing speed limits from a
dangerous intersection because they had combined to reduce accidents
and traffic deaths.
