[EL] An election oddity?

My own precinct includes the Town of Chevy Chase, Maryland but also a few
buildings just outside of it. This does not cause any problems because
municipal elections never coincide with other elections. I know the same is
true for at least several other Maryland municipalities.
When I lived in South Carolina years ago, I was in a very oddly shaped
precinct (new development) where I had to take a highway one exit to get to
the polling place. I had to vote for some offices by paper due to district
issues. They split the precinct after getting VRA preclearance--I remember
getting notices about the split and the preclearance.
