[EL] An election oddity?

TX has very tight rules regarding precincts and overlapping jurisdictions. This is not the case in many states, but it is there.

My own precinct includes the Town of Chevy Chase, Maryland but also a few buildings just outside of it. This does not cause any problems because municipal elections never coincide with other elections. I know the same is true for at least several other Maryland municipalities.
When I lived in South Carolina years ago, I was in a very oddly shaped precinct (new development) where I had to take a highway one exit to get to the polling place. I had to vote for some offices by paper due to district issues. They split the precinct after getting VRA preclearance--I remember getting notices about the split and the preclearance.
