    This study assesses whether public disclosure of campaign
    contributions affects citizens' willingness to give money to
    candidates. In the American states, campaign finance laws require
    disclosure of private information for contributors at relatively low
    thresholds ranging from $1 to $300. Drawing on social influence
    theory, the analysis suggests that citizens are sensitive to
    divulging private information, especially those who are surrounded
    by people with different political views. Using experimental data
    from the 2011 Cooperative Congressional Election Studies, it
    demonstrates how individuals refrain from making contributions or
    reduce their donations to avoid disclosing their identities.  The
    conclusion discusses the implications of transparency laws for
    political participation, especially for small donors.

targeting the House Majority PAC, a Democratic super PAC that spent more 
than $30 million in the 2012 election, according to newly released FEC

supported Democratic candidates, voting to pursue enforcement action 
were the two FEC commissioners holding Democratic seats---Steven Walther 
and Ellen Weintraub. The two FEC Republican commissioners---Caroline

pursue the cases."

    DENVER -- Nov. 12, 2013 -- The University of Denver Strategic Issues
    Program (SIP) today releases its report on campaign finance. The
    report, /Money, Elections and Citizens United: Campaign Finance
    Reform for Colorado/

    represents a year of study by a non-partisan panel of 19
    accomplished business, community and academic leaders drawn from
    across the state. The SIP Panel worked to find practical solutions
    and provide recommendations dealing with reforms designed to improve
    the electoral marketplace in Colorado and at the national level. The
    work was funded by the University as part of its ongoing commitment
    to support the public good.

    During its process, the panel received 13 presentations from state,
    national and international campaign finance experts, including
    Secretary of State Scott Gessler, Former Speaker of the Colorado
    House of Representatives Andrew Romanoff, Senior Legal Counsel for
    the Campaign Legal Center Paul Ryan and Legal Director for the
    Center for Competitive Politics Allen Dickerson. In addition to
    receiving presentations, panel members reviewed a wide range of
    written materials and held extensive discussions on the impact of
    money on elections in Colorado and the nation.

    True to the panel's mission of setting partisan viewpoints aside,
    the enclosed report reflects the consensus of the University of
    Denver Strategic Issues Panel on campaign finance reform. The
    panel's 14 recommendations provide a practical approach to campaign
    finance policy in Colorado and nationally, and focus on three key
    areas: money in elections, expanded disclosure and leveling the
    playing field.

    "When addressing the issue of campaign finance, reforms need to
    accommodate an environment where unlimited political contributions
    and spending are the dominant reality," said panel chair James
    Griesemer.

    groups, and an Arizona state senator filed a motion

    today in federal court in Kansas to intervene in /Kobach v. U.S.
    Election Assistance Commission /(EAC), to oppose a renewed effort by
    the States of Arizona and Kansas (and their Secretaries of State) to
    impose these States' proof-of-citizenship laws on persons applying
    to register to vote using the federal mail-in registration form. 
    The federal form was created by Congress as part of the National
    Voter Registration Act of 1993 (NVRA), and was developed by a
    federal agency, the EAC, pursuant to that statute.

VOTING RIGHTS AMENDMENT PANEL: "In A Democracy Voting Is Fundamental"

The fundamental individual "right to vote" is not in the United States 
Constitution. The United States has a "states' rights and local control" 
voting system that operates in 13,000 "separate and unequal" election 
jurisdictions. The panel will discuss the need and the effort to add a 
Voting Rights Amendment to the United States Constitution in order to 
provide every American with the fundamental individual right to vote. 
The Supreme Court in Heller said the Constitution guarantees every 
American the fundamental individual right to a gun. In our democracy, 
surely the "right to vote" ought to be at least as important as the 
"right to a gun."

MODERATOR

Donna Brazile, Vice Chair, Voter Registration and Participation -- the

PANELISTS

Dr. Alexander Keyssar, Harvard Professor, will discuss the history of 
the right to vote in the United States

U.S. Representative Mark Pocan will discuss the status of H.J. Res. 44, 
a bill to add a Voting Rights Amendment to the U.S. Constitution, along 
with the arguments or concerns he is running into in trying to gain 
co-sponsors.

Rob Richie, Executive Director of FairVote, will discuss the need to add 
a Vot-ing Rights Amendment to the U.S. Constitution -- as well as 
certain other changes to improve our democracy.

Maryland State Senator Jamie Raskin will discuss the implications of 
adding a Voting Rights Amendment to the U.S. Constitution.

Ohio State Representative Alicia Reece will discuss her grassroots 
effort to gain support for adding a Voting Rights Amendment to the U.S. 
Constitution.

    One year ago today, the Ohio Christian Alliance, along with a
    network of citizen volunteers, began an investigative research of
    more than 40 boards of elections, a combination of urban, rural and
    suburban counties, requesting poll worker notes and incident reports
    from Election Day November 6, 2012 Presidential Election. In
    response to reports of irregularities, problems at polling
    locations, and suspected voter fraud, the citizens audit was
    conducted by volunteers in counties across the state. Other citizens
    stepped forward to provide sworn statements which are included in
    this report, detailing some of the problems that they experienced,
    including problems with voting machines, problems with provisional
    ballots, suspicious activity and irregularities at polling locations.
