[EL] Data about limits to number of voters per precinct

I haven't found any states with standards specific to early voting.
But I attempted to track down both #1 and #2, in all states, for my
latest piece on lines <http://ssrn.com/abstract=2246973>. The fruit of
the work is in footnote 88 (p. 491). To make this easier, it's
reproduced below -- if list members know of a relevant state statute
beyond those I found, I'd appreciate the result (off-list) as much as
Charles.
