This conference is the leading international event for e-voting experts
from all over the world. One of its major objectives is provide a forum for
interdisciplinary and open discussion of all issues relating to electronic
voting. Cumulatively, over the years 2004, 2006, 2008, 2010 and 2012 more
than 450 experts from over 30 countries have attended this conference to
discuss electronic voting and related topics. In so doing, they have
established Bregenz as a regular forum and point of reference for the
scientific community working with e-voting. Since this will be the tenth
anniversary of the first conference, we would like to take the opportunity
to look back and see what has been accomplished since 2004.



The aim of the conference is to bring together e-voting specialists working
in academia, politics, government and industry in order to:



- Discuss all forms of electronic voting (including, but not limited, to
polling stations, kiosks and remote voting by electronic means);

- Review developments in the area of electronic voting over the past ten
years;

- Analyze the theoretical and practical aspects of end-to-end verification
of the use of electronic voting in elections;

- Identify the interdisciplinary issues (in technology, law, politics,
public administration and society) that arise in the design and
implementation of an e-voting system;

- Propose new ways of achieving the voting ideal of unambiguous
identification of the voter and full anonymity of the vote as well as vote
verifiability and voting system certification;

- Discuss types of security requirements and testing needed to be in
accordance with international security standards i.e., Common Criteria or
ITSEC;

- Report on implementations, their legal, organizational and technical
frameworks, lessons learned and future plans;

- Analyze the interrelationship with, and the effects of e-voting on,
democratic institutions and processes as well as voter behavior;

- Human aspects of verifiable elections;

- Conduct social and political analyses of the impacts of electronic voting;

- Discuss the risks, particularly the political and technical risks, of
electronic voting.



The format of the conference is a three-day meeting that deals with the
topics from a both a theoretical perspective and a practical one. Practical
papers should use case studies. No parallel sessions will be held, and
sufficient space will be given for informal communication.



*PhD Colloquium*



Prior to the main conference, a one-day PhD colloquium is planned on
October 28 for which a separate call will be issued.



*Paper Submission*



Complete paper submissions (3,500-4,500 words excluding abstract, figures
and references, i.e., roughly 10 pages, double-spaced) will be subject to a
double-blind review. Please submit anonymous submissions (with no reference
to the authors). Electronic submissions can be made at
https://www.easychair.org/account/signin.cgi?conf=evote2014, which also
serves as an online system for the review process. During submission,
please indicate whether your paper is a theoretical or practical one.



*Key Dates*



Deadline for submission of papers: 30 May 2014 (hard deadline, no extension)

Notification of acceptance: 14 July 2014

Deadline for camera-ready paper submission: 15 August 2014



*Publication*



The conference proceedings will be available at the time of the conference.
In addition to the print publication, electronic copies will also be
available.



*Venue*



The conference will be held in the beautiful Renaissance castle of Hofen at
Lochau/Bregenz on the shores of Lake Constance in Austria.

On the evening of October 28 a welcome reception for all conference
participants will be organized in castle Hofen, where also the conference
dinner on October 30 will take place and feature the traditional "cheese
road".
