kicks off a must-read series at WaPo's "The Monkey Cage" blog:
Numerous times over the past several years Americans have witnessed
how the lack of compromise and effective negotiation are central
problems in our political system. The bigger challenge is explaining
how this came about, and what can be done about it. To this end,
Jane Mansbridge, Harvard political theorist and past president of
the American Political Science Association (APSA) and Cathie Jo
Martin convened an APSA task force

intellectual agenda for the study of political negotiation and
promote the many insights from political science, psychology and
economics that might help improve negotiations and facilitate
compromise.
As part of this project, I was asked to head a sub-group that
focused on how rising levels of polarization and gridlock have
impeded negotiation, compromise and good governance. By design, the
polarization sub-group reflected a variety of viewpoints with
respect to the nature and effects of polarized politics in the
United States. But in the spirit of a task force on negotiation and
compromise, I believe that the report reflects a reasonable
consensus about what political scientists know (and, more
importantly, don't know) about partisan polarization. So thereport

Get ready for another recount, with control of the state Senate in
the balance.
With all precincts reporting, Del. Lynwood W. Lewis Jr., D-Accomack,
on Tuesday night led Republican Wayne Coleman by just 22 votes out
of 20,379 cast in a special election for the Norfolk state Senate
seat of Lt. Gov.-elect Ralph S. Northam.
The state Senate is now split with 20 Democrats and 20 Republicans.
The lieutenant governor has the tiebreaking vote on most issues.

Del. Lynwood W. Lewis Jr. (D-Accomack) led Wayne Coleman (R), the
owner of a Norfolk shipping company, by just 0.1 percent with all
precincts reporting. That margin is well within the range for the
loser to demand a recount paid for by local governments, although
the numbers will first be subject to a canvass by local election
boards before they are certified by the State Board of Elections.

In June 2013, The Pew Charitable Trusts conducted a survey of the 13
states that offered online voter registration at that time: Arizona,
California, Colorado, Indiana, Kansas, Louisiana, Maryland, Nevada,
New York, Oregon, South Carolina, Utah, and Washington. This brief
provides a summary of the survey's major findings in five
areas---cost, implementation, voter convenience, system management,
and online security---and then examines ways in which these states
would like to improve online voter registration.
Research has shown that online registration saves taxpayer dollars,
increases the accuracy of voter rolls, and provides a convenient
option for Americans who wish to register to vote or update their
information. Overall, the responses indicate that online
registration is cost-effective for states, convenient for voters,
and secure, because it reduces the potential for fraud while
improving the accuracy of voter rolls.
