[EL] Confidentiality of Campaign Finance/Ethics Investigations

In conjunction with the City of Philadelphia Board of Ethics' current
rulemaking which seeks to revise various sections of its regulations dealing
with investigations and enforcement matters, I'm hoping attorneys who
practice in the various state and local jurisdictions can share with me what
the rules are in your turf with regards to the confidentiality of ongoing
investigations - what is considered confidential, and under what
circumstances (if any) confidentiality can be waived by the subjects of
investigation.  (I'm aware of the regs on the federal level.)  And if you
have any recommendations for what should be the law, I'm all ears.
