I am trying to figure something out.
Quid pro quo, in campaign finance cases, has come to mean only express
(spoken or written) deals or offers of things of value in exchange for
specific, identifiable government action (quoting Zephyr Teachout).
In *Vermont Right to Life Committee, Inc. v. Sorrell,* --- F.3d ----, 2014
WL 2958565 (2d Cir. 2014), the court seemed to assume that there was proof
of QPQ corruption simply because Vermont has a dollar limit on
contributions to candidates. Am I reading the VRTLC case wrongly?
