[EL] Why is GOP holding convention early? Its the regulation

For some reason, the law takes cognizance of the "winner" of the
Presidential election before he or she is officially the winner, but the
law refuses to recognize the winner of the nomination until the convention
chair bangs the gavel or maybe it's when the nominee says, "I accept your
nomination."
"If the law supposes that," said Mr. Bumble, squeezing his hat emphatically
in both hands, "the law is a ass- a idiot."
