[EL] Los Angeles City redistricting

Just an important reminder that redistricting "commissions" are not equal:
the City of Los Angeles has a redistricting commission, but it is not (nor
was it ever intended to be to any practical degree) an independent
redistricting commission. Note how former Councilmember Gruel talks about
how the Councilmembers openly made deals which each other, which (left
unsaid in the article) were then passed on to their commission appointees
for adoption.
