The conversation she mentions took place in 2007. There was no redistricting
commission (or redistricting process) active at that time. Gruel was not on
the council for the recent redistricting, but she did have appointees on the
commission as City Controller. She only joined the council in 2002 when that
redistricting process was near completion. In other words she was never on
the Council through a redistricting process.

Just an important reminder that redistricting "commissions" are not equal:
the City of Los Angeles has a redistricting commission, but it is not (nor
was it ever intended to be to any practical degree) an independent
redistricting commission. Note how former Councilmember Gruel talks about
how the Councilmembers openly made deals which each other, which (left
unsaid in the article) were then passed on to their commission appointees
for adoption.
