    The agency said that because of financial and computing restraints,
    some emails "that do not qualify as official records" had been
    stored only on individuals' computers and not on servers, and that
    "backup tapes" from 2011 "no longer exist because they have been
    recycled."

    The I.R.S. went on to say that after May 2013 it changed its
    archival policy so that backup devices would no longer be recycled.
    It also said that it was not in contact with Ms. Lerner, who quit
    last September after serving as the head of the agency's division on
    tax-exempt organizations, and could not interview her.

    *DoD WON'T RELEASE E-VOTING PEN TESTS --* Officials have yet to
    release the results of a 2011 set of penetration tests on Internet
    voting software conducted by the Department of Defense, prompting
    election watchdogs to ask what the Pentagon might be hiding. A few
    months after the 2011 tests, an official said the results would be
    publicly available, and a year later, another said the first release
    was slated by the end of 2012. A representative now says it will
    release results in 2015, as material is considered "pre-decisional."
    Meanwhile, elections officials and lawmakers from across the country
    are joining watchdogs in demanding the results.

    Interviews with organizations involved in the tests and reviews of
    federal officials' presentations reveal that the tests targeted a
    72-hour mock election, and attacks consisted of scanning, SQL
    injection, cookie management, attempts to gain admin rights and
    more. While the testers were ultimately unable to change or decrypt
    votes, some critics say they just weren't trying hard enough. The

The vote on this point in Chula Vista Citizens for Jobs v. Norris

was 2-1.  I expect this issue will go en banc and perhaps to the Supreme 
Court---with a decent chance of reversal.

    Well-heeled federal lobbyists are quietly helping embattled
    Democrats raise serious campaign cash ahead of November's midterm
    elections, according to a Center for Public Integrity

    During the 15-month period between January 2013 and March 2014,
    Democratic candidates and groups easily raised more money from
    lobbyist-bundlers than Republicans did---about $3.7 million versus
    $2.5 million.

    No other political candidate or group received more money from
    lobbyist-bundlers than the Democratic Senatorial Campaign Committee,
    which raised nearly $2.6 million from them despite regularly
    criticizing lobbyists
