Here is the abstract:

    Legislators in Europe and elsewhere try to enact
    campaign-regulations which help to preserve the fairness of the
    political competition. These rules have the same aim: to guarantee
    the idea of political equality. But political equality means more,
    than the principle of "one person, one vote". It involves the idea
    that everybody must have the same opportunity to influence the
    outcome of the elections, everybody must have the very same
    possibility to spread his or her views regarding to political issues
    and the public is entitled to receive those information about the
    rival arguments in order to be able to form a considered decision at
    the end of the campaign. These arguments highlight the crucial
    importance of the freedom of expression during campaign-periods. But
    in many cases the campaign-rules raise the question: whether they
    are acceptable regulations on the freedom of expression or they are
    too widely defined. In my brief article I intend to explore
    considerations which prove us that there is no actual contradiction
    between the freedom of expression and political equality.

    Nonprofit organizations that make political contributions in
    California will have to disclose more information about the source
    of their money under a law Gov. *Jerry Brown* signed Wednesday.

    Senate Bill 27 was inspired by the 2012 ballot measure wars in
    California, when two out-of-state nonprofit groups poured $15
    million into fighting Proposition 30 and supporting Proposition 32.
    Because of the groups' nonprofit status, they were not required to
    report where their donations originally came from, leading some to
    describe the contributions as "dark money."

    If you oversee voting -- the most basic right in a democracy -- you
    should be directly accountable to voters.

    So said many members of the public who spoke Wednesday at a Missoula
    Board of County Commissioners hearing on the creation of an
    appointed elections administrator. Currently, election
    administration is among the responsibilities of the clerk and
    recorder -- who is elected by voters -- and the proposal to create a
    position beholden to county officials instead wasn't popular among
    audience members.

    have focused heavily on the rural electorate, in part because a
    30-year freeze on redistricting kept the number of urban
    constituencies artificially low, said K.C. Sivaramakrishnan,
    co-author of "A Handbook of Urbanization in India."

    "There is a certain political attitude which has been there for a
    long time --- that rural is good, rural is simple, rural is plain,
    rural is beautiful," Mr. Sivaramakrishnan said, a belief that harks
    back to Mohandas K. Gandhi, who venerated villages as the ideal
    expression of human civilization.
