a constitutional amendment guaranteeing the right to vote. It concludes:

    Notably Chief Justice Roberts and Justice Kennedy did not join in
    Justice Alito's troubling dissent

    Thomas) in the Wisconsin case, which would have allowed the ID law
    to be put into effect even though the state admitted that up to 10
    percent of the state's voters could be prevented from voting in this
    election.

    Judge Richard Posner of the Seventh Circuit, who wrote the earlier
    appellate case

    the Wisconsin case. Judge Posner, a Reagan appointee not known as a
    liberal, looked askance at the paltry evidence of impersonation
    voter. "If the Wisconsin legislature says witches are a problem,
    shall Wisconsin courts be permitted to conduct witch trials?"

    Chief Justice Roberts and Justice Kennedy might follow Judge
    Posner's sensible change of heart when the issue returns to the
    court. That would do more to protect voting rights than a quixotic
    quest for a constitutional amendment.

If this turns out to be correct it is a BFD. Not because I suspect a

    A new election system using only mail-in ballots faces an immediate
    test in Colorado, with tight Senate, House and gubernatorial races
    that are being closely watched nationally.

    Hoping to boost turnout, the Democrat-led legislature here passed a
    law a year ago requiring Colorado to use mail-in ballots in
    virtually all elections. Some Republicans, including the secretary
    of state, have voiced concern about mandating the system statewide,
    saying that relying so heavily on the postal service could cause
    problems, especially for rural voters. Democrats have said that the
    two other states with all-mail elections, Washington and Oregon,
    have experienced few problems.

That's the claim made by Greg Palast in this extensiveAl Jazeera repor 
<http://projects.aljazeera.com/2014/double-voters/index.html>t. I have 
hesitated to link to this report, because in my experience dealing with 
Palast's work on Florida 2000 for my book, The Voting Wars, I was not 
convinced by the soundness of some of his methodology and reporting.

I hope someone else will be following up to see if the cross check 
program is really leading to this purge. If true, the facts in Palast's 
report are very troubling, and could lead more states to consider 
alternative matching programs such asERIC

As with the controversy over the recent non-citizen voting study, I 
agree this merits further investigation, and at this point I'm

      It's the first Tuesday of the month, and the book club is in
    session. Between bites of their lunch buffet, two dozen members leaf
    through classics, best sellers and the latest nonfiction.

    The scene, though, seems more country club than book club: a
    shoeshine man, an ornate rug, a picture of John A. Boehner, the
    House speaker. That's because this book club gathers at a Republican
    social parlor in the Capitol's shadow. And unlike a local library's
    book club, this event doubles as a political fund-raiser.

    For the book club's members --- an A-list of lobbyists from banks
    and insurance companies --- the main attraction is access to the
    House Financial Services Committee. The cost of admission is a
    campaign donation to whichever committee member is playing host that
    month.

    Texas Attorney General Greg Abbott won the most recent round in the
    fight to require voters to show valid photo identification to cast
    ballots, but a potentially much bigger fight looms beyond Tuesday.

    Abbott's victory has only short-lived implications, since last
    month's U.S. Supreme Court ruling that allowed Texas to enforce its
    voter ID law will affect only Tuesday's election. But later a
    federal judge may decide whether Texas should once again be required
    to ask for permission from the federal government before enacting
    changes to election laws, a ruling that could affect Texas and
    possibly other states for years.

unconstitutional. The justices let stand a lower court ruling that said
