"Argument analysis: Hitting the 'sweet spot' on race, party, and
    redistricting?" <http://electionlawblog.org/?p=68309>

I have writtenthis analysis
<http://www.scotusblog.com/2014/11/argument-analysis-hitting-the-sweet-spot-on-race-party-and-redistricting/>for
SCOTUSBlog of today's Supreme Court Alabama redistricting oral argument,
which begins:

By the end of Wednesday'soral argument
    <http://www.supremecourt.gov/oral_arguments/argument_transcripts/13-895_886a.pdf>in
    /Alabama Legislative Black Caucus v. Alabama/
    <http://www.scotusblog.com/case-files/cases/alabama-legislative-black-caucus-v-alabama/> and
    /Alabama Democratic Conference v. Alabama/
    <http://www.scotusblog.com/case-files/cases/alabama-democratic-conference-v-alabama/>,
it was not clear whether the state of Alabama or challengers to its
state redistricting plan would be likely to win the racial
gerrymandering claim currently before the Supreme Court. Nor was it
clear how the Court would separate permissible partisan gerrymanders
from impermissible racial gerrymanders. But the argument left little
doubt that, one way or another and sooner or later, Alabama is
likely to have a legislative districting plan which helps the
state's Republican legislators and minimizes the voting power of the
    state's Democrats and African Americans.

Mark Sherman for AP
<http://abcnews.go.com/Politics/wireStory/court-weighs-role-race-alabama-redistricting-26861690>:
"The outcome could come down to whether the justices think that race was
the motivating factor in the state's 2012 redistricting or that
Republicans merely tried to maximize their partisan advantage."

He attended the argument and wrote uphis thoughts
<http://excessofdemocracy.com/blog/2014/11/quick-thoughts-from-oral-argument-in-todays-alabama-redistricting-case>:
"Bottom line: there seemed to be more sympathy for Alabama's position
over that of the petitioners, but the Court was quite scattered at oral
argument, and the opinion could be quite narrow."

Reuters

"The U.S. Supreme Court on Wednesday appeared unsure how to resolve a
challenge to a state legislature redistricting plan in Alabama that
packed black voters into certain districts in a way that critics say
diminishes their influence at the polls."

HuffPo:

Rep. John Sarbanes (D-Md.), the leading House proponent of campaign
finance reform, thinks much of this coverage missed the mark. While
the Election Day results matter, they are only a means to the real
end --- the legislation and regulation that does and does not move
    in the next Congress.

"A lot of the moneyed impact," said Sarbanes, "and in some ways, the
most sinister is on the governing that happens after."
