[EL] automatic voter registration's ties to Evenwel v Abbot and ‘one person, one vote'

In Oregon, the model for "automatic universal voter registration," the 
automatic registration process is not universal.  It applies only to 
persons who obtain licenses from the Oregon Department of Transportation 
(DMV) and in doing so prove their U.S. citizenship and provide a signature.
