With regard to whether federal election laws have differentiated among the states, Morgan Kousser tells me:


“The First and Second Military Reconstruction Acts enfranchised blacks in the 10 states that were reconstructed and no others.  That's the strongest differential treatment of states in any voting rights law in U.S. history.”
