[EL] Fwd: Split primaries

Based on Josh Putnam's Frontloading site and the Greenpapers.com site,South
Carolina is the only state with separate primaries-  Republicans on Feb
20th and Democrats on the 27th. In the other states with different dates,
parties are paying for their own contests - typically caucuses.

South Carolina in the past has had disputes over who should pay for
presidential nomination contests. A 2014 law
<http://www.scstatehouse.gov/sess120_2013-2014/bills/4732.htm> requires the
state to pay for it.

As an aside, the United States remains a real outlier in having the
government pay for and regulate party nomination contests.
