[EL] Democrats get 10, 498, 786 More Votes for US Senate than Republicans

Yes, the top-two system has that consequence.  Ironically California has top-two because of Republicans.  Governor Schwarzenegger, State Senator Abel Maldonado (who became Lieutenant Governor under Schwarzenegger), Charles T. Munger Jr, (then chair of the Republican Party county central committee of Santa Clara County), the Chamber of Commerce, and the Business Roundtable, pushed top-two through the legislature and provided the funding to persuade the voters to pass it.
