Yes, the constitutional design has worked as intended to preserve the power 
 of small states.
 
But the cited figure is extremely misleading, because the results from  
California skew the results even more strikingly than in the Presidential  
popular vote.
 
In the US Senate race here, the Democratic candidates received 12,244,170,  
while Republicans received zero.
 
So in the rest of the USA, the Republicans outpolled Democrats by 1,745,384 
 votes.
