[EL] Democratic Party seems to hit a new low in registration %

I have recently been collecting current voter registration data by party, for the 30 states plus DC that have registration by party.  Four states are still missing, so my conclusion is tentative.  But it seems the percentage of registered Democrats in those 31 jurisdictions is lower than it has been in the last 24 years.  I have been collecting this data since 1992 for Ballot Access News, although I also have data as far back as 1980, before the newsletter existed.
So with the note that 4 states are still missing, Democrats are now 40.78% of the total registration, the lowest since I have data.  In 1992 it was 47.76%.
The four states with missing data are California, Florida, Massachusetts, and New Mexico.  The California Secretary of State has still not published the results of the January 4, 2016 tally, but says it will be available February 24.  For now, for the 4 missing states, I just plug in the November 2014 data.
