Under 30121(a)(2), it is also illegal for a person to "solicit, accept or receive a contribution" from a foreign national.

Actually, it's not a violation of anything until he accepts foreign contributions. It's quite common for campaigns to unwittingly solicit people who are not eligible to donate.
