[EL] Trump solicits foreign contributions

Goofy? Yes and no. The email they got was simply a stock, mass piece. Indeed, I'm almost certain I got the same one. Who knows exactly how her email got on the list, but I doubt that anything would trigger a knowledge of who the recipient actually was--at most it might have been an address with .uk or something, but it's quite likely not even that.
So, goofy? Well, I suppose, at least in the result. Strikes me that the bigger goofiness is making a big deal about it. Usually in life we have a quick private chuckle and move on. Lots of this goes on, with almost anyone who uses email for marketing. Campaigns are just one example. Why, I can't begin to tell you how many times John McCain has "asked" me for money!

Could you agree that it was just plain goofy?

Yes, but you have to know or have reason to know. No evidence that applies here, is there? Foreign addresses aren't usually enough, tho I suppose you could interpret it that way. Lots of campaigns, not just Trump, would have big problems I think.
This just strikes me as pretty trivial compared to, say, Obama campaign taking contributions from foreign contributors (and against charges that that was a major scandal I defended that campaign on national tv).

Under 30121(a)(2), it is also illegal for a person to "solicit, accept or receive a contribution" from a foreign national.

Actually, it's not a violation of anything until he accepts foreign contributions. It's quite common for campaigns to unwittingly solicit people who are not eligible to donate.

Donald Trump sent out email fundraising solicitations to Scottish MPs -- an apparent violation of the ban on foreign campaign contributions -- and the Scots don't like it, either.
