That's not what Halderman suggested; I believe a good paraphrase would be that he suggested that there had been a lot of other hacking in this election aimed at influencing voter sentiment and that close margins for a winner in these circumstances deserve close scrutiny.

Is a candidate who loses by a very large margin (based on the initial count) ordinarily entitled to a recount if the candidate is willing to pay for it? Does the candidate need to claim that a recount might result in the candidate winning, or at least that the candidate is seeking the recount in an attempt to win? Does any voter ordinarily have the right to demand a recount, if the voter is willing to pay for it?
Does anyone think Halderman's suggestion that the machines were hacked so as to swing the election has any merit?
