[EL] data on county level returns nationwide

My research team is collecting the certified county and precinct level
election results (with turnout rate denominators) and will post them soon
after when all states have reported, which is expected in January of 2017.
We also plan to collect and publicly publish prior years data so you won't
need to purchase these data in the future.
