[EL] Verifying Citizenship For Voter Registration

One agency cannot "fix" the accuracy of another agency's database nor should we want that to occur.  There could be serious repercussions if data is called into question. To determine the accuracy opens up litigation and cherry picking depending on the view of the chief election administrator.

Anyone over 18 can vote.  Let us assume that at age 18 the person has not done something to lose their suffrage, and that a naturalized citizen has no offense to prevent them from voting.

If the process of automatic registration begins then overtime the issue of databases becomes less of a talking point.

In any case, we can figure out how to do a lot of government functions but we cannot seem to figure out voter enrollment.
