[EL] Verifying Citizenship For Voter Registration

Theoretically, I suppose it could be that voter ID laws are all the same 
(just like all tax laws are all the same), and the difference in case 
outcomes has to do with some judges being duped.

Or it could be

that case outcomes are different because voter ID laws are different, 
because implementation of similar laws may be different, because 
different laws have different socioeconomic and demographic impact 
depending on the baseline population, because different legislators have 
different reasons for implementing their particular version of an ID 
law, because different laws are challenged at different points in their 
lifecycle after different types of experience, and because different 
attorneys present differing quality of evidence on different types of 
claims when they do go into court.
