[EL] Voter registration by race

Hi All,

AL, CA, FL, GA, LA, NC, PA, SC, and TN do.

The rest do not, although I don't know about NH and ND.

Other states report registrants by race x county going far back in
time, and some even report voter turnout by race by county.
