[EL] Voter registration by race

Hi All,

To clarify, the list I sent is the list of states that ask voters what
their race is on the voter registration form, not whether those data
are widely available from those states, although many of them also
make those data available.

The list was generated by looking at all 50 states' voter registration
forms on February 15, 2017.
