[EL] Voter registration by race

Hi All,
In summary, you have four different categories of states.
1) State doesn't ask race on voter registration form.
2) State asks race but doesn't make data public, even in voter file
(i.e., CA, which Eric just told us)
3) States ask for race, and it's a field in voter files if you
purchase the voter file, but the state doesn't make public aggregate
stats on this. FL is an example.
4) States ask about race, and they make the data public in aggregate
files, either at the state, county or maybe even precinct level (not
sure about the latter): GA, LA, NC, SC and WA are examples (those are
the states that report turnout by race by county, there may be more
that report registrants x race x county).
