You underestimate the surname capability in CA. We can do not just Asian-American, but Japanese, Chinese, Chinese or may be Korean, Korean, Korean or may be Chinese, Armenian, likely Jewish, and a host of others. The African-American select is a whole lot more sophisticated than just a guess. We also have country of origin/birth on the registration file. It why we are so good at targeting messages and why most of the rest of the country and out-of-state consultants don’t understand what we do.

CA doesn’t make voter registration by race available. Best you can do is surname match for Latino and Asian-American, plus a more approximate guess for African-American.
