[EL] Fixing Ballot defect after UOCAVA ballots sent

I know certain candidates abd ballot measures have beem entirely struck
from the ballot after UOCAVA ballots have been mailed out — One example of
being the 2006 attorney general primary  in Maryland.. There’s litigation
right now in Chicago that would strike two potential initiatives that have
already  gone out to UOCAVA voters.
