[EL] Fixing Ballot defect after UOCAVA ballots sent

Honestly? The replacement candidate (an incumbent who had intended to
retire) won the general election by a 58-42 margin, and I don't know that
anyone bothered to see how many of the UOCAVAs came in with the original
nominee (or a straight Republican ticket).
